Biography
Bill has over 35 years of top operational and executive governmental experience and served three, four-year terms as an elected At-Large Councilmember for a community of over 115,000 in metropolitan Phoenix, Arizona. He served as Chairperson of the Board of Directors for the Phoenix regional public transportation authority, served on the Board of Directors for the Arizona Municipal Water Users Association and on the Transportation Policy Committee for the Regional Metropolitan Organization of Maricopa County. He has also served on a number of national, state, and regional committees including the State of Massachusetts’ Joint Labor-Management Commission to mediate municipal contract disputes.
Background
Bill’s work has involved communities ranging from 15,000 in population to over 150,000 which included a “turn around” position as Administrator for a Special Taxing District in Arizona. Bill’s unique blend of formal education, experience and professional activities combine to make his perspective on today’s issues relevant and functional, particularly in the areas of transportation planning and policy, municipal strategy and engagement, finance and procurement, land development, water service planning, economic development, political strategy and policy analysis. Based on his long career in the fire service and emergency management, the United States Army recognized him as a Subject Matter Expert in the function and application of the Unified and Incident Command Systems utilizing him to train Homeland Response Forces, and their Headquarters Command staffs for 15 years before retiring in 2025.
He has a Masters Degree in Public Administration from Grand Canyon University, is a graduate of the National Fire Academy’s Executive Fire Officer Program and has authored in several textbooks and published national articles on Change Management, Efficient Fire Operations and the Disaster Response Capabilities of the Department of Defense.
